The Villages of Nyack, South Nyack and Piermont announce an Intermunicipal Agreement to authorize the Rockland County Solid Waste Management Authority to provide a Joint Recycling Service

The Villages of Nyack, South Nyack and Piermont have entered into an Intermunicipal Agreement authorizing Rockland County Solid Waste Management Authority to manage the curbside recycling programs in each village, commencing January 1st, 2020.
Due to rapidly evolving conditions in the recycling industry, the three River Villages have been facing extraordinary pressures in maintaining and administering separate recycling programs. To bring more stability, the three villages have chosen to consolidate their separate contracts into one. This was accomplished by Rockland County Solid Waste Management Authority which administered the proposal process and, after consultation with the villages, awarded an initial five-year contract to Charles Capasso and Sons Carting, Inc. of Stony Point. The Authority will implement the new joint service program beginning in the new year.
Residents in Nyack and South Nyack will continue to enjoy weekly curbside recyclables collections. For residents of Piermont, they will see a major change. Starting January 2nd, 2020, recycling will change from pickups every other week, to weekly pickups of all recyclables. In other words, recycling will be picked up EVERY Thursday in Piermont.
Rockland County Solid Waste Management Authority will charge property owners a user fee on their yearly State, Town and County tax bill. In Piermont, the user fee for the first year is approximately $83.00 per household, with slight increases each subsequent year. As recycling costs were previously incorporated into the Village Budget, this change will eliminate this line item in future Budgets. Due to a timing issue, the first user fees will appear on tax bills in January 2021 and will comprise one retroactive charge for fiscal year 2020 and a charge for fiscal year 2021. Thereafter, property owners will be billed annually for the fiscal years in 2022, 2023 and 2024.
